Guidelines for Access to MOFEP Data

1.0 INTRODUCTION

The Missouri Department of Conservation (MDC) maintains data on Missouri Ozark Forest Ecosystem Project (MOFEP) which are important for ecosystem management. MOFEP Steering Committee (MSC) is mandated to providing the overall vision, guidance and direction to MOFEP. To this end, MSC believes that open access to MOFEP data is essential for maintaining and improving knowledge of ecosystem response to management activities in Missouri. The purpose of these guidelines is to document appropriate terms for disseminating MOFEP data developed with state funds.

2.0 TYPE OF DATA

There are two types of data:

3.0 GUIDELINES - Public data

These data will be documented and made freely available within a reasonable time after collection. The target time frame for public datasets will be generally three years after collection.

3.1 Data are made available "as is." No additional data analysis or data management will be required by MDC to fulfill data requests.

3.2 Requestor should agree that the data will be used for a specific research purpose and will not be distributed to other parties.

3.3 It is considered a matter of professional ethics to acknowledge the work of other scientists that has resulted in data used in subsequent research. MSC expects that any use of MOFEP data will be accompanied with the appropriate citations and acknowledgments of MDC and contributing scientists.

3.4 Requestors are encouraged to contact the original investigator responsible for the data that they are accessing. Where appropriate, researchers whose projects are integrally dependent on MOFEP data are encouraged to consider collaboration and/or co-authorship with original investigators.

3.5 Prior to publication, requestors should submit a copy of any publication resulting from the use of MOFEP data to the MOFEP Coordinator for review and comment. Following publication, requestors should submit a copy of the paper to the MOFEP Coordinator.

3.6 Only the MOFEP data manager may provide MOFEP data to entities external to the MDC. Such requests should be specific as to the data needed and the purpose for accessing the data. The data manager shall provide the requestor the relevant functional guidelines as to use and restrictions of the data.

4.0 GUIDELINES - Principal Investigator data

There is a need to protect the intellectual effort and time of originating investigators on one hand and on the other hand to have open access.

4.1 MOFEP data shall be made publicly available no later than 3 years (the publication-rights period) from collection. The Principal Investigators (PIs) of successful proposals have exclusive access to their scientific data for the duration of the 3-year proprietary period. An extension of this proprietary period may be granted by MDC in special cases only. PIs should submit data and metadata to MDC annually.

4.2 Prior to the expiration of the publication-rights period only the PrincipalĀ Investigator/s may provide data to entities external to and within MDC. Such requests should be specific as to the data needed and the purpose for accessing the data.

4.3 Once access to data is granted the requestors are encouraged to consider collaboration and/or co-authorship with original investigators.

4.4 Items 3.2, 3.3, 3.5, 3.6 apply.
